On August 20th, 2013, the Institute for Social Development Studies (ISDS), in collaboration with the Institute for Public Opinion Research (The Central Committee for Propaganda and Training) organized the workshop on “Living with disabilities and the cost of disabilities” in Hanoi.

The workshop participants included the representatives of  the National Assembly Committee for Social Affairs, relavant Ministries, branches, sectors, the representatives of  Ministries of Labor – Invalids and Social Affairs in some surveyed provinces, research institutes, NGOs, Association of people with disability (PWD) and media agencies and international organizations working in the fields of disability and development in Vietnam.

Speaking at the workshop, Dr. Le Bach Duong – Director of the Institute for Social Development Studies said: It is the first quantitative research that measures economic costs of living with disabilities and economic impacts of stigma on households with PWD. The research was conducted in 8 provinces: Lang Son, Thai Binh, Quang Nam, Kon Tum, Dong Nai, Vinh Long, Ha Noi and Ho Chi Minh City, with a relatively large sample (4,224 individuals are PWD or direct care-givers of PWD). The research was conducted with financial aid of the Australian Agency for International Development (AusAID), as well as with the technical support of the experts from Hanoi Medical University (HMU), Institute of Population, Health and Development (PHAD), Disability Research and Development (DRD), the Nossal Institute for Global Health, and University of Melbourne (Australia).

Research findings have shown that the interrelation between disability, stigma and poverty. The stigma significantly increased the economic cost related to disability. The cost of living with disability with high level of stigma was four to five times higher than that of living with disability with any level of stigma. If stigma is eliminated, 19.5% to 31.6% of the income gaps between the households with and without PWD might as well be reduced. This shows that the reduction of stigma will restrict the cost of living with disabilities and promote the rights of equal integration of PWD.

At the workshop, the scientists also gave policy recommendations and IEC instructions in order to reduce and eventually eliminate the disability-related stigma. Besides effective implementation of Disability Law, IEC activities play an integral role in eliminating the barriers against PWD, raising the awareness towards PWD, helping PWD actively integrate and have equal opportunities to participate in socio-economic activities.
